The Plenipotentiary Conference (PP26)

The Plenipotentiary Conference (PP) is the highest policy-making body of the International Telecommunication Union (ITU), the United Nations agency for digital technologies.
Meeting every four years, the conference sets out ITU’s overall direction, approves strategic and financial plans, and elects the organization’s five top officials, 48-seat Council membership, and 12 Radio Regulations Board members.
The next ITU Plenipotentiary Conference (PP-26) is set to take place in Doha, Qatar, from 9 to 27 November 2026.
The selection of Doha as the host city during the previous session (PP-22) in Bucharest reflects the international community’s confidence in Qatar’s organizational capabilities and its leadership in the field of telecommunications and information technology.
By hosting this prestigious conference, the State of Qatar reaffirms its commitment to advancing global efforts to accelerate inclusive digital transformation and to strengthening international cooperation in building a secure, inclusive, and sustainable digital future.
