As the independent regulatory body for the telecommunications sector in Qatar, CRA recognizes that its decisions must be based on evidence and take into account the views of people and organizations with an interest in the outcome. To improve transparency, efficiency and the effectiveness of regulation in the sector, CRA uses public consultations as a regulatory process to seek inputs from the public and the industry on the matters affecting them.

Periodically, CRA conduct consultations when developing regulations, policies and guidelines. The goal is to improve the quality of CRA's decisions by seeking the expertise, perspectives and thoughts of those who will be directly affected. The process of consultation also enables CRA to balance opposing interests and identify any unintended effects and practical problems before developing any final positions on regulatory issues.
