Consultation: Class License for the Provision of Public Telecommunications Services On-board Aircraft

This document provides an overview of the primary regulatory instruments that lead to the conclusion that a telecommunications license from ictQATAR is required in order to provide public telecommunications services on-board Qatar Airways aircraft.  The consultation document also provides a non-exhaustive overview of the types of telecommunications services that can be made available on-board aircraft and how they are implemented.  Instructions on how to respond to the consultation are included in the attached document together with the proposed Class License.
