The objectives of this Regulation are: (a) To establish the obligation for Access Providers to grant access to Access Seekers; (b) To enable Service Providers to seek access to Passive Civil Infrastructure; (c) To provide clarity and certainty in relation to the supply of access to Passive Civil Infrastructure by setting out minimum terms and conditions
